   Are these two (of which the first is obviously the more convenient)
   good enough?

If someone has an existing installation which relies on "localdir",
why should we break it?  Is the current behavior of GNU Info causing
problems for some of its users?

What is the overriding reason to remove the "localdir" behavior?
