To be able to submit translations for GNU projects to the Translation Project (http://www.iro.umontreal.ca/contrib/po/HTML/) is to sign legal papers that assign the copyright for your translations to the FSF. Details can be found on the above Web page and by sending email to [EMAIL PROTECTED] As there doesn't seem to be a Croatian team (or, if it exists, it didn't translate anything yet, since the Croatian cell in the Translation Matrix is empty), you could simply appoint yourself to be the Croatian Team Leader.
