Most recently, I wrongly removed /usr/bin/info.  I get a message that 
    it is gone.  So I rebuilt texinfo-4.8 again, but to no avail.

I'm sorry, I just don't know how to help.  This is a question of how
MacOSX works, and I've never installed anything on MacOSX.  Maybe there
is a Mac help list/group for this?

    First had trouble installing Steel Bank Common Lisp which requires
    that texinfo be installed correctly.

I am surprised -- the only reason I can imagine they care is if they
want to make the Info files during building, instead of including them
in the distribution in the first place.  Maybe you can just comment out
those parts of the Makefiles or touch the .info files so it won't need
to run makeinfo?  I hope the manual would be available online, etc., so
you wouldn't actually to build them locally.
