What does this case have to do with Texinfo?  

Akim extended texi2dvi to work with (la)tex documents.  

    Tar will be available only if the user takes care to download and
    install it.

And if they are smart enough to download and install texinfo *and* bash
*and* tex, they will 99.9% surely have done so, long ago.  And even if
not, it will surely be trivial for them to do so, if they care -- tar is
much simpler to install and deal with than texinfo and tex.  I don't see
this as an argument not to use tar.
