Thanks for writing.

    texi2dvi foo.texi -o bar.dvi

With the texi2dvi currently in CVS, this works for me, and so does
    texi2dvi foo/foo.texi -o foo/bar.dvi
among other variations.  I tried with both info.texi and texinfo.txi.

So can you try the texi2dvi in CVS?  Maybe the bug was fixed recently in
the midst of other changes, or maybe something else is going on.
