Follow-up Comment #8, bug #28359 (project texinfo):
What info reader do is important. As I know, info just print title and its
underlining in plain text; emacs info mode try to calculate the width of title
and its underlining and fontify them when they are equal.
so, I think Text::CharWidth is a good choice.
PS: I don't know the behavior of pinfo.
