Yes, and I don't plan to change it :).
As I said, it has pretty much always been the recommended convention.

So the take away for the RTEMS documentation is...

+ don't change our manual.
+ we will have an empty bullet with texi2html since it will
    never get upgraded.
+ texi2any will not produce the empty bullet.

If that's the end, then that just leaves me wondering what
to do about the empty bullet until texi2any is widely available
in distros.

I could put it on our internal machines that generate the html.
That would solve it for our website. But not fix it for end users
who generate their own docs.

Are there snapshots you recommend? or would I just grab the
source and hope it is a good day. :)
