The idea is that this manual describes Info the system, and mentions the Info readers only as references. FWIW, I don't really see any problems with what we have, whether or not the sentence about mouse support will be removed. If the issue is discoverability of the various Texinfo features and programs, it's a general problem with the entire Info system: one needs to wade through the DIR menus to discover what is available (oh Google for them). There's no way around that, and moving references around won't solve that fundamental problem, IMO.
