1) The standalone Info reader is not "the" info reader and should not be
called such. You know better :). The Emacs Info reader predates
standalone Info by quite a few years. Both have plenty of users.
2) You seem to think that the majority of people would prefer to read
info-stnd.info instead of info.info. But I think that is unlikely.
Most people want to learn about how to read Info documents, which is
precisely what info.info is about -- for *both* Info readers. info-stnd
does not contain the same information, nor should it.
3) For all practical purposes, info.texi is maintained in Emacs. If you
want to propose a change, it would be best to talk to them about it. I
cannot guess what changes they will accept or reject.
