As do I. But would you have a problem if the implementation of the info program
were replaced with a simple driver that just processes the command line and then
fires up emacs with appropriate flags, including -nw?

Reasons for doing so:
* Emacs does a better job displaying info files. For example it handles mouse
clicks,
even in a terminal.
* If the info format is replaced by an html-based format, it would be a
non-trivial project for the info program to support that format.
Much easier to use emacs.
* Reduced maintenance burden maintaining one rather than two info/hinfo readers.
