As I said in my other mail to Eli, I think that the Texinfo installation
could be made relocatable, thanks to the code in the BEGIN block of
texi2any.pl starting at

    # try to make package relocatable, will only work if
    # standard relative paths are used

It is much less clear to me whether ctexi2any would be able to find the
libraries it was linked against in the usual way.
