In short what is useful for you to know:
  * docs built and already in dist
  * sources of the docs is in the dist
  * you have to explicitly configure to re-build
    the docs (using --enable-doc)

and perhaps you're interested in:
--disable-lib            : do NOT install libs
--enable-static-programs: to build statically
     linked programs (default is static)

BTW, when using --disable-lib you have to link statically.... other wise
it will not execute* ;) ...... which is, of course, not true if you
already have an xnee lib somewhere already ;)

OK, couple of issues I see. make distclean removes the pdf file so I can't include it in the package but --enable-doc is still failing for me.
