Yes! The issue is fixed now!

I have tweaked the TCP/IP settings to the default/optimum using some articles 
at http://www.speedguide.net. I have added the DefaultTTL and changed the 
TcpWindowSize into the registry.

However, it was still weird that IIS5 worked OK when Apache didn't. Should be 
some 'Microsoft feature' I guess..

For that matter, the firewall used was a Sygate Personal Firewall Pro 4.2.
