Associating it with a recognised XML media type strikes me as a good stop-gap, rather than leaving any ".svg" files to be served up as text/plain. The only other workaround is to use the ".xml" extension for all SVG files, e.g. <http://www.mozilla.org.uk/svg/lion.xml>.
