pcfg_openfile incorrect behavior

This is not a bug.  Any directory that has AllowOverride set to anything
other than "none" must be readable by the webserver.  Otherwise, a small
mistake in directory permissions could compromise the security of the
web server.

The correct solution is simply
<Directory />
AllowOverride none
</Directory>
<Directory /home/*/public_html>
AllowOverride All
</Directory>

or a similar configuration.
