If there is some documentation that says otherwise, please point it out so we can fix it. (The SSL docs in general are not perfectly up-to-date.) 2. The fact that apachectl startssl does not throw an error message when mod_ssl is not present is caused by some strategically placed <IfModule mod_ssl> lines. I have long opposed these lines for just this sort of reason, but other developers want them there to make apache work "out of the box" in more situations. So, even though I agree it is bad, it is a design decision and not a bug.
