Nasty customer javascript causes cascading reloads of same page from client

Apache 2.0 hasn't crashed yet due to this bug.  In our case the page which
was using the nasty evil javascript was in a JSP page which Apache forwards
to Tomcat using mod_jk 1.2. This problem occurred frequently and many times
a client would spew 3-4 requests for the same page per second. This could
continue for many seconds spawning hundreds of requests to Tomcat for the JSP.
It is like a mini DOS attack. And sometimes would starve Tomcat for resources.
