I checked all of the content which triggers this problem, the content had not
changed in quite a while.

Yes, this is vague.  We setup a test server to try and reproduce the problem,
but have not been able to reproduce it yet. :-(

I filed the bug report to see if any of the core httpd developers familiar with
both the 1.3 and 2.0 codebase might have an idea what the difference is 
between 1.3 and 2.0 which causes this.

It may or may not be a bug.  There is no real way to know until it can be
reproduced and the network snooped to track down what is different between
the two.
