My problem on Windows went away when I installed and used the latest MSVC++ Service Pack and the latest Microsoft Platform SDK. I had the LDAP modules working fine on Solaris at 2.0.43, but have not tried them since (as the motivation to move to Apache 2 is not as great on UNIX).
