No last-modified date returned with includes on

In the httpd.conf
<Directory "/www/html">
    Options Indexes Includes FollowSymLinks

If Includes if removed last-modified date comes back.
This is causing browser caching issues.
Apache2 is also stripping the last-modified date from a server proxied machine 
that is servered by apache, no matter if includes are turned on or off.
