Typing a URL like http://myserver/foo%2Findex.html (which is a valid encoded 
form of foo/index.html), or having an href to it <a href="foo%2Findex.html">... 
both produce a 404 error using apache 2.0.46 and 1.3.27.  [For comparison, the 
same url and href work fine with IIS 5.] Also, for comparison, using %20 to 
encode a space works fine in apache, so it's not clear why %2F for a / does 
not.
