Please see the AllowEncodedSlashes directive, introduced in 2.0.46.

But a word anyway: foo%2Findex.html is not identical to foo/index.html, since
the slash character is "reserved" and has a special semantic meaning (http url
path seperator). If you encode it as %2f, it won't be treated as path separator
therefore. So please do not expect a wrong behaviour.
