(See the apachectl docs.) I would prefer to get rid of the <IfDefine SSL> lines as well, but some others seem to disagree. I recommend that people who want SSL remove the <IfDefine> lines or edit apachectl to add -DSSL to the main httpd invocation. The whole concept of having to use a different command to start SSL doesn't make sense to me.
