This is a question for a user list, not the bug system.

Check:

* ulimit -c set appropriately in the shell that started Apache (possibly limits
related to file size are interesting too)
* CoredumpDirectory set to directory with plenty of space and permissions which
allow child processes (web server user and group) to write to it
* if Apache is started as root on FreeBSD:
set kern.sugid_coredump variable via sysctl
