I'm pretty sure I know the cause of the problem (discovered while diagnosing a problem with openldap and bind). At the time of reporting the following 2 conditions were true on my Gentoo machine: 1) net-dns/bind was installed 2) /usr/lib/libbind.* files were present Now that I have re-installed bind (the libbind files are no longer there - the gentoo maintainers must have done something to disable libbind) apache runs without any problems.
