Hm, strange. This patch is part of 2.2.4 and I am pretty sure that it has been
tested to start as a service. Could you please give 2.2.4 a try?

My understanding was that APR_PROGRAM_ENV avoids starting a shell on Unix /
cmd.exe on Windows (see
http://apr.apache.org/docs/apr/1.2/group__apr__thread__proc.html#ggdcb981d7748c580eb69ac11dbf7090606a3f9694aced0e449f6bb4b3e437233a),
but maybe my understanding of APR here is wrong.
