On http://httpd.apache.org/docs/2.0/mod/mod_access.html#order , the section
under "Ordering is one of:" seems to be backwards.  The description of
Allow,Deny belongs to Deny,Allow and vice versa.

I finally decided that was the case after reading the table and examples below
the descriptions and also looking at the documentation for versions 1.3 and 2.2,
which appear to be correct.
