If you say that is correct, I will accept it.  You are the experts, after all. 
But I must question why the descriptions are exactly backwards from the
documentation for versions 1.3 and 2.2.

Compare the following:

http://httpd.apache.org/docs/2.0/mod/mod_access.html#order
http://httpd.apache.org/docs/2.2/mod/mod_authz_host.html#order 

When I read that, the definitions for "allow,deny" vs "deny,allow" switch from
1.3 to 2.0 and back for 2.2.  I find that highly suspect, especially since my
2.0 server behaves the way the other documentation describes.
