A base install from source using: ./configure --prefix=/opt --enable-modules=all --enable-mods-shared=all --enable-so --with-included-apr does not display this behaviour. I failed to mention that we do use mod_python and as soon as I throw in mod_python the mix, the behaviour is back. Oh well, time to file a bug against mod_python I guess.
