These appear to be user-confusion questions. Starting in a console is not
a very interesting display. Accessing the error/access logs should be through
your filesystem, not through httpd, and they aren't "browsable files", but
plain text files. No idea how you would be accessing these, but...
issues.apache.org is not for user support, but correcting bugs in the apache
httpd software. please pose such questions to the peer to peer users mailing
list, instead.
