the bug is related with KEEPALIVE + HTTPS
If we disable keep alive then there is no more problem for 200ok.
/etc/apache2/server-tuning.conf
105 # KeepAlive: Whether or not to allow persistent connections (more than
106 # one request per connection). Set to "Off" to deactivate.

108 KeepAlive Off
with "KeepAlive Off" the problem is solved.
