Indeed mod_ssl "transforms" the speculative reads into normal reads, which bypasses the check in mod_reqtimeout. The attached patch detects outgoing EOR buckets and disables mod_reqtimeout until the next request is read (that anyway only concerns speculative/administrative and non-blocking reads, which should not be taken into account).
