The issue was related to excessive use of "SecRemoveRuleById" with mod_security. I had 500 rules listed for exclusion with many being duplicates. Once I de-duped that down to about 50 rules, the CPU spikes fixed themselves. I apologize for implying it was your code causing this issue. I will open a bug report on the CPU issue with the mod_security people. I would like to wait a week before closing this bug report.
