Active daemons accounting fix plus idle worker waking up the listener when
listeners disabled
It seems that no worker is idle yet when the listener handles its first
connection, and nothing recovers after the listening socket is disabled.
Could you please try this patch? It's the same as attachment 38146 plus the
above case hopefully addressed.
