AB 1043 requires operating systems to collect user's age, and applications
(like Apache) to receive age bracket signals, whether they use them or not.
Just by knowing the user's age, Apache will become legally responsible under
other sets of laws like CCPA which prohibit collection of minor's personal
information, and provide hefty fines for violations.
It is in the project's, and the world's, best interest to prohibit use of
Apache inside of the state of California, so there are no lawsuits under these
regulations. Hopefully with enough resistance these laws will be overturned
when their impracticality is realized.
