Reproduced end to end against a real build: LOCK a resource as user "owner*A", then PUT the same resource as a different authenticated user "other" -- the resulting 423's X-MSDAVEXT_ERROR header read "...owner%2:A" before the fix and "...owner%2AA" after it.
