Yes, it's essentially a preforming web server.  PSGI, Starlet, I think.
However, I think I'm also running into a problem with IPC::Run, which does not 
pass all its tests successfully on 5.4-Release, so the children never exit / 
are never reaped.  Not sure.
I can confirm that the # of new processes per second stays approximately zero 
while I'm watching this behavior, so in any case I doubt my results are due to 
sampling artifacts.
