Did you look at the bit which is set with delay?  What does it mean?

You said that hotplugging is not working with your diff, right?  Did you
capture the output w/ UHUB_DEBUG when hot-plugging a device?  What did
you see?  Was this bit also absent?

Did you look at the `bPwrOn2PwrGood' value for this hub?  You can use
`lsusb -v' from the usbutils package for that.
