#2621: Address Cross Porting to Mailing Lists

Cross posting to lists seems to have an issue. It is unclear if the
message is delivered to both lists, but it is certainly not archived into
both. Options are:
* Either support cross-posting and ensure it works.
* Reject cross-posted messages.
Right now, it just appears to work from what Thomas and I saw.
