Yeah for sure I agree that guidance on making it useful is good but again that 
ends up being relative but length enforcement would make people think if they 
hit it.

I checked the last 1,000 commits and here are the top 25 entries by line 
length.  So 20 seems too low... this is just the subject taking what's before 
the `:` .. kinda long but I guess the cutoff should be 40..
