I added spfmlp03 to cover those edge cases we talked about (FIFO/duplicate priorities and ceilings). Tested it on 4-CPU LEON3 and it's solid. Also swapped out that magic number 16 in FMLP-Long for _Scheduler_Count and fixed the hardcoded ceiling in FMLP-Short so it actually uses the API priority now.
