This restriction to ASCII is quite unusual for Git commit messages. The 
standard is UTF-8 encoding. FreeBSD, Qemu, GCC, Linux, Binutils, Newlib have no 
issues with non-English names. Unicode 1.0 was released in 1991, so not really 
a brand new technology.
