Is there a need for manual pages in upstream?

Some time ago I built a Debian packages for 0.8.1 and posted the results
to Debian bugtracker. After three weeks of waiting i didn't get any
responce so I'm trying to find a sponsor. Source package is available on
 [http://mentors.debian.net/debian/pool/main/b/buildbot mentors.debian.net]

Debian packages require a manpage for every binary or script in $PATH so I
wrote those manpages to replace outdated manpage from previous buildbot
package (0.7.12). Manpages are available in

 my github branch ]

One reason to push these into upstream is that manpages give a short and
quick reference on available command-line options and accepted arguments
unlike info documentation which is more tutorial than reference.
