#971: Build a windows installer

It would be great if buildbot -- at least buildslave -- was easier to
install on Windows. It seems that the best way to do this is to build an
installer. Robert says:
The tools required would be: .NET 2.0+, NAnt, and a text editor (all of
which I've got).
Ideally this would go in a few phases:
1. build an installer by hand, with careful documentation of the process
1. script it to make it repeatable
1. run the script from the metabuildbot
