I'll admit it's awkward, at best. We really should never have allowed
runtime configuration via the IRC interface (since we don't do runtime
configuration anywhere else, e.g., web).
The correct fix here is to add your notification settings to your
configuration file, rather than adding them via the IRC interface.
I'll leave this open to decide whether we should remove the IRC
configuration interface completely.
