I suspect that the waterfall view is filtering both builders and changes
using the given category, even though those are two unrelated sets of
categories. So unless your changes happen to have category 'config', you
won't see them.
Does that match what you're seeing?
There's work underway to support "tags" for builders, which would
disambuguate the two kinds of categories.
