#2704: github status is pushed twice

by looking at the log file, it seems for every build which triggers github
status, both the start status (started) and finish status (success etc)
are sent twice to github
if I use github api to query the status for a particular revision, I can
see there are are 2 start status (both with the same timestamp), then 2
finish status (both with the same timestamp)
