#2742: Add a license exception for Buildbot Configs

Because Buildbot is a "framework" and uses executable config, there's a
gray area of licensing around users who have a proprietary config. Is it
linked with the GPLv2 code??
We don't want it to be, so we should include an explicit exception for
this particular aspect of Buildbot usage.
