#2743: Create a hierarchy of review / merging

When I get busy for 5-10 days at a time, Buildbot pull reqs pile up. This
sucks for contributors, and when I *do* have time to work on Buildbot, it
still takes me a few days to dig through the backlog.
Options I can think of:
* help other committers learn to merge pull requests
* require contributors to get reviews done by someone else, against
PatchGuidelines, so I only do a cursory check once that other review is
complete
* two-stage merges, where pull requests go to another committer's repos
for testing, and I pull from that repo periodically
