Just a thought - the NCVHS has been very effective in soliciting
interdisciplinary comments and data on a whole host of HIPAA issues and
works fairly quickly.  All things considered, the NCVHS's process is
very efficient.  After public hearings on topics identified in the
Federal Register, the NCVHS generates recommendations in writing to HHS
within 60 days or so and HHS seems to place significant importance on
the NCVHS's analysis.  You can access some historic data through a link
on the administrative simplification website.  Earlier this month for
example NCVHS issued its recommendations on consent, authorizations,
minimum necessary issues and it is now rumored that HHS is about to
issue further FAQs on these topics.

Has anyone else noticed how painfully few answers are coming from HHS on
their FAQ site and how far between each other sets of answers seem to
be?  I sent a question to them right after the Final Rule was published
in 8/2000. They just answered the question on 9/17/2001.  With less than
a year to go and more questions than ever, this seems like a real
problem.  Is anyone else frustrated by the lack of timely response and
does anyone have suggestions on how we might encourage HHS to respond in
a more timely way?
